The bill adds new rules for large private businesses that use AI chatbots for customer service in California. It bans them from pretending the bot is a person, forces a clear disclosure when a user might be misled, and requires prompt access to a human representative. Violations can be enforced by the Attorney General with penalties up to $10,000.
