Ratepayer Protection Act

The bill adds a federal rule that utilities must charge big non‑residential electricity users (100 MW or more) for any generation, transmission or distribution upgrades needed to serve them. Before any upgrade, the customer must provide a financial guarantee. States must review and adopt the rule within two years unless they already have a similar standard.

Having cleared the House and reached a scheduled floor vote in the Senate, the bill is far beyond the typical 4% success baseline, but its partisan sponsor and likely partisan content keep its odds modest.
