Data centers: water use disclosures.

The bill adds new reporting requirements for any data center that wants to build or expand in California. Applicants must provide a water scarcity plan, a water supply assessment, and a water‑use assessment, and they must agree to cover the full cost of any new conveyance, treatment, storage, or distribution infrastructure. Local cities and counties cannot approve permits for such projects unless these conditions are met.
