Creates New Jersey Servicemembers' Civil Relief Act.

Proposes constitutional amendment authorizing Legislature to extend civil service hiring preference to veterans who did not serve in time of war.

Requires Attorney General to compile and publicly report certain statistics pertaining to permits to carry for handguns and firearm purchaser identification cards.

Permits association of planned real estate development to file application with Department of Community Affairs to lower reserve fund obligations based on risk-mitigating features of development.

Establishes Office of Labor Law Enforcement.

Modifies Stay NJ property tax credit program eligibility criteria to include certain claimants who relocate from homestead during tax year.
