Requires Governor's Office of Volunteerism to promote and support volunteerism for compliance with certain eligibility requirements for NJ FamilyCare and SNAP recipients; appropriates $200,000 to DHS, Office of Volunteerism, and DOLWD.*

"General Contractor Licensing Act;" provides for regulation of general contractors and general contracting businesses.*

Modifies various provisions of State's renewable energy incentive programs; requires electric public utilities to consider interconnection applications for certain solar projects.*

Requires sports wagering licensees to adopt and publish rules governing wagering account limitations and to notify patrons when accounts are limited.

Requires Social Media Research Center to research and make recommendations concerning addictive social media behaviors.*

Permits Division of Taxation to share certain tax data with New Jersey Innovation Authority and New Jersey Secure Choice Savings Board.

Establishes certain protections against demand by large-load addition customers in State.

Enters NJ into Athletic Trainer Compact.

"Garden State Balcony Solar Act"; exempts portable solar generation devices from certain requirements, and requires certain entities to allow use and installation of portable solar generation devices.*

Revises certain requirements for prescription of Schedule II controlled dangerous substances via telemedicine and telehealth without in-person examination or review.*

"Power NJ Act"; establishes advanced nuclear energy procurement program in BPU.

Provides televisions in State buildings shall display closed captioning for programming.

"Affordable Power Purchase Agreements Extension Act"; concerns extension of certain public entity contracts related to energy conservation and renewable energy production.

Prohibits sale, manufacture, and distribution of certain apparel and diaper products containing intentionally added perfluoroalkyl and polyfluoroalkyl substances.*

"Advanced Grid Technologies Act"; requires State oversight of supplemental projects and establishes expedited review for projects utilizing advanced transmission technologies.*

Extends certain provisions relating to involuntary commitment.

Creates voluntary pilot program to allow certain facilities flexibility in their psychiatric bed status.

Makes permanent temporary enactment allowing certain sale and delivery of alcoholic beverages and clarifies privileges.**

Authorizes regional rehabilitation and reentry center authority to determine county proportional share assessment for budget purposes.

Establishes School-based Partnerships for Access and Resilience for Kids program in DCF; requires school districts to develop mental health support and partnership programs.*

Requires DCF to strengthen Statewide pediatric psychiatry and behavioral health care services for children and families.

Modifies calculation of preschool education aid for certain school districts.

Clarifies sentencing under certain circumstances.

Imposes temporary $1 million cap on use of net operating loss deductions under corporation business tax for certain privilege periods.

Modifies eligibility for alternative business calculation adjustment allowed under gross income tax.

Establishes fee on certain employers that employ individuals who receive health benefits coverage through State Medicaid program.

Reduces business formation fees.

Makes FY2026 supplemental appropriations of $358,811,000; adds and amends various language provisions to FY2026 Appropriations Act.

Regulates data brokers, data collectors, and collection and dissemination of certain sensitive information.

Increases amount of child tax credit in taxable years 2026, 2027, and 2028.
