Elections: absent voters; no reason absentee voting; eliminate, and require electors to provide a reason to vote an absent voter ballot. Amends secs. 2, 509aa, 759, 759a & 761 of 1954 PA 116 (MCL 168.2 et seq.); adds sec. 758 & repeals secs. 6, 759e, 759f & 759g of 1954 PA 116 (MCL 168.6 et seq).

Use tax: collections; collection of use tax on utility bills; prohibit. Amends sec. 4n of 1937 PA 94 (MCL 205.94n).

Sales tax: collections; collection of sales tax on utility bills; prohibit. Amends sec. 4n of 1933 PA 167 (MCL 205.54n).

A resolution to call upon the United States Congress to propose and send to the states for ratification a constitutional amendment to clarify that the states and Congress may set reasonable limits on the spending of money to influence elections, including distinctions between natural persons and artificial entities.
