Criminal Offenses - As enacted, enacts "The Memphis Safe Task Force Accountability Act." - Amends TCA Title 8, Chapter 7 and Title 39.

Public Defenders - As introduced, changes from 10 days to 10 business days the number of days' written notice the president of the district public defenders conference must give before calling an at-will meeting of the conference. - Amends TCA Title 8, Chapter 14 and Title 9, Chapter 4.

Civil Emergencies - As introduced, requires state agencies charged with responsibilities in connection with healthcare facilities to study emergency mitigation at the direction of the governor as part of the state and local comprehensive emergency management plans. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 8; Title 9; Title 13; Title 14; Title 49; Title 54; Title 55; Title 58; Title 64; Title 65; Title 66; Title 68 and Title 71.

General Assembly - As enacted, revises and clarifies procedures of the joint committee on ways and means, including authorizing the committee to issue notice that a hearing will not be held or to hold a hearing to review the application or acceptance of federal aid in an amount that is less than $25 million. - Amends TCA Section 4-4-116 and Chapter 512 of the Public Acts of 2025.

Consumer Protection - As introduced, authorizes the attorney general to establish a do not call registry; places certain restrictions upon telephone solicitations and robocallers; authorizes the attorney general to enforce restrictions and sets monetary amounts for penalties imposed by a court that makes a finding of a violation. - Amends TCA Title 39; Title 47 and Title 65.

Tort Liability and Reform - As introduced, creates a cause of action through which a victim can recover from a person, other than a professional bondsman or person with a bailable interest, who posts bail for a defendant and the defendant is subsequently convicted for a criminal offense that occurred while the defendant was on bail; allows the victim to recover for damage to property, injury, or death arising from the subsequent criminal offense. - Amends TCA Title 40.

Criminal Offenses - As introduced, restates the criminal offense of drag racing as street drag racing; expands the offense to include acts committed on commercial property; authorizes a vehicle used in the commission of the offense or to flee after commission of the offense to be impounded for the purpose of collecting evidence; makes various other changes regarding the offense of street drag racing. - Amends TCA Title 7; Title 39; Title 40; Title 55 and Title 68.

Finance and Administration, Dept. of - As introduced, creates a law enforcement officer recruitment fund and grant program administered by the department for the purpose of assisting eligible law enforcement agencies in officer recruitment. - Amends TCA Title 4; Title 8; Title 9 and Title 38.

Criminal Offenses - As introduced, increases the penalty for aggravated cruelty to animals from a Class E felony to a Class D felony; adds aggravated cruelty to animals as an offense for which a juvenile may be classified as a serious youthful offender. - Amends TCA Title 37 and Title 39.

Bail, Bail Bonds - As introduced, permits a professional bondsman to issue and retain the required receipt for money or other consideration received in a digital format. - Amends TCA Title 40, Chapter 11.

Sexual Offenses - As introduced, establishes a sexual assault response team coordinator for the purpose of providing statewide training, support, and technical assistance to and oversight of sexual assault response teams. - Amends TCA Title 4; Title 8 and Title 38.

Firearms and Ammunition - As introduced, requires TACIR to perform a study on the impact of this state's firearm laws on each county's firearm sales, criminal offenses, and use of firearms for self-defense, as well as identifying the similarities and dissimilarities between the impacts on each county. - Amends TCA Title 37; Title 38; Title 39 and Title 40.

Local Education Agencies - As enacted, requires an LEA and public charter school that provides parents or guardians of K-12 students with information on immunizations, infectious diseases, medications, or other school health issues to include information about Type 1 and Type 2 diabetes published by the department of education; directs the department, in cooperation with the department of health, to publish and make available to LEAs and public charter schools for free on its website certain ...

Local Government, General - As introduced, requires county and city attorneys to consult with and advise elected county and city officials, the officials' deputies, and the officials' employees as to the proper application and enforcement of federal and state laws that are pertinent to carrying out the duties of the officials' respective offices. - Amends TCA Title 5; Title 6; Title 7; Title 8; Title 12 and Title 13.

DNA and Genetic Testing - As enacted, requires collection of a biological specimen from certain convicted offenders to be collected within 30 days of sentencing to be used for DNA analysis; requires a law enforcement agency to submit a biological specimen from an offender who dies while incarcerated and was previously convicted of a qualifying offense. - Amends TCA Title 40, Chapter 35, Part 3.

Veterans - As introduced, requires the bureau of parks and conservation to designate at least one day per year, instead of just one day per year, during which access to and use of all state parks, including campgrounds and golf courses, must be free of charge for all veterans. - Amends TCA Title 58, Chapter 3.

Criminal Offenses - As introduced, requires a law enforcement agency to release calls for emergency assistance services at rental homes and apartment complexes to qualified nonprofit organizations for the purpose of distributing the calls to rental property managers and owners to detect and act on escalating crime patterns. - Amends TCA Title 38.

County Government - As enacted, declares that the offices of sheriff, register, county clerk, assessor of property, and trustee are the constitutional officers of a county that has adopted a charter form of government; specifies the duties for each constitutional officer. - Amends TCA Title 5.

Taxes, Sales - As introduced, authorizes certain counties to levy a local option sales tax at the rate of 3.75 percent, instead of a maximum of 2.75 percent, if the revenue from the increase in such tax is used by the county exclusively for the construction of a new county jail or to retire debt, including principal and interest and related expenses, on such construction. - Amends TCA Title 67, Chapter 6, Part 7.
