Excludes under gross income tax certain contributions to qualified pension plans, deferred compensation plans and provides deduction for certain individual retirement savings.

Establishes "Task Force on Supportive Technology for Individuals with Developmental Disabilities."

Establishes hiring preference for veterans for teaching positions.

Directs Secretary of Higher Education to develop career and education guide for post secondary students with disabilities.
