"Disaster Victims Protection Act"; requires Governor to allocate federal and State disaster aid to municipalities in proportion to amount of catastrophic physical damage sustained within each municipality.

Requires certain accessible public restroom facilities be equipped with signs reserving use for persons with disabilities.

Establishes Autism Education Council.

Requires transfer of certain participants of DCRP to PERS.
