Establishes School Plastics Upcycling Grant Program in DEP to provide proportional awards to eligible schools based on pro rata share of plastics collected, by each school, for upcycling purposes; appropriates $5 million.

"Fairness for School Districts in Development Restricted Areas Act"; provides additional State school aid to certain school districts located in municipalities that are part of Highlands or Pinelands preservation areas.

Permits county vocational schools to operate State House Annex cafe.

Extends eligibility for Military Dependents Scholarships to students enrolled in approved career and technical education programs and to dependents of certain military members who served in Operation Freedom's Sentinel and Operation Inherent Resolve.

Codifies regulations concerning State-excused absences; permits excused absence for students attending military service activities, certain school visits, and open-houses.

Permits school districts to define excused absences from school to include illness based on student's mental or behavioral health and requires Commissioner of Education to develop guidelines for defining excused absence for this reason.

Requires certain school districts to partner with union apprenticeship programs for development of career exploration program.

Requires school districts to establish procedures for online reporting of harassment, intimidation, and bullying.
