APPROPRIATIONS – OFFICE OF THE ATTORNEY GENERAL – Relates to the appropriation to the Office of the Attorney General for fiscal years 2026 and 2027.

DISTRIBUTION OF MONEYS IN LIQUOR ACCOUNT – Amends existing law to revise provisions regarding the distribution of moneys in the Liquor Account.

MEDICAID – Amends existing law to revise provisions regarding Medicaid eligibility expansion.

APPROPRIATIONS – DIVISION OF OCCUPATIONAL AND PROFESSIONAL LICENSES – Relates to the appropriation to the Division of Occupational and Professional Licenses for fiscal year 2027.

APPROPRIATIONS – HEALTH AND HUMAN SERVICES – Relates to the maintenance appropriations to the Department of Health and Welfare and the State Independent Living Council for fiscal year 2027.

DEPARTMENT OF WATER RESOURCES – Repeals existing law to remove outdated or unnecessary provisions.

PORTABLE BENEFIT PLAN ACT – Amends language added by House Bill 645 regarding the Portable Benefit Plan Act.

BEAR RIVER – States findings of the Legislature and reaffirms Idaho’s rights under the Bear River Compact.

NATIONAL GUARD – States findings of the Legislature and expresses support and commendation for the Idaho National Guard.

APPROPRIATIONS – OFFICE OF THE SECRETARY OF STATE – Relates to the appropriation to the Office of the Secretary of State for fiscal year 2027.

APPROPRIATIONS – HEALTH AND WELFARE – EARLY LEARNING AND DEVELOPMENT, YOUTH SAFETY AND PERMANENCY, AND FAMILY AND COMMUNITY PARTNERSHIPS – Relates to the appropriation to the Department of Health and Welfare for fiscal years 2026 and 2027.

APPROPRIATIONS – IDAHO STATE POLICE – Relates to the appropriation to the Idaho State Police for fiscal year 2027.

MEMORANDUM OF AGREEMENT – Adds to existing law to establish provisions regarding law enforcement entering into a memorandum of agreement.

STATE GOVERNMENT – Amends and repeals existing law relating to the sale, transfer, or disposition of state administrative facilities.

INDUSTRIAL HEMP – Amends existing law to provide for negligent violations.

COMMUNITY INFRASTRUCTURE DISTRICTS – Amends existing law to revise provisions regarding the formation of community infrastructure districts.

TAXATION – Amends existing law to revise a sales tax exemption for data center equipment and to revise a certain property tax exemption for certain capital investments.

MINING – States findings of the Legislature and supports re-opening American Tungsten’s IMA mining project.

2026 WINTER OLYPMICS – States findings of the Legislature and recognizes all the Idaho athletes who participated in the Olympics.

ADMINISTRATIVE RULES – States findings of the Legislature and approves all temporary and pending rules submitted to the Legislature for review during the 2026 legislative session, with exceptions.

EDUCATION FUNDING – States findings of the Legislature and calls on the President of the United States and Congress to assist states in covering the costs of educating students residing in the United States regardless of immigration status.

APPROPRIATIONS – HEALTH EDUCATION PROGRAMS – Relates to the appropriation to the State Board of Education and the Board of Regents of the University of Idaho for Health Education Programs for fiscal year 2027.

SINGLE COUNTYWIDE HIGHWAY DISTRICTS – Amends existing law to revise provisions regarding the election of commissioners in certain single countywide highway districts.

TOBACCO PRODUCTS – Amends existing law to revise provisions regarding the sale of cigars.

DENTURITRY – Amends and adds to existing law to consolidate provisions regarding denturitry licensure.

APPROPRIATIONS – Relates to the appropriation to the Department of Health and Welfare and the Judicial Branch for fiscal year 2027.

STATE HISTORIC PRESERVATION OFFICER – Amends, repeals, and adds to existing law to provide for the State Historic Preservation Officer.

EDUCATION – Adds to existing law to provide for school district and public charter school earned autonomy regarding spending.

STATE GUN – States findings of the Legislature and provides for an advisory question regarding the state gun of Idaho to be placed on the ballot before the voters.

SPECIAL PROCEEDINGS – Adds to existing law to establish provisions regarding compliance with the law.

STATE OFFICE VACANCIES AND DUTIES OF THE GOVERNOR – Amends existing law to provide for certain ineligibility for reappointment to the same position following express Senate rejection.

EDUCATION – States findings of the Legislature, declares that the community school strategy is a proven approach to student success and stronger communities, and encourages continued collaboration among schools, families, and community partners to expand and sustain community school efforts in Idaho.

CONCEALED WEAPONS – Amends existing law to revise a provision regarding prohibited conduct.

APPROPRIATIONS – PUBLIC SCHOOLS – IDAHO DIGITAL LEARNING ACADEMY DIVISION – Relates to the appropriation to the Public Schools Educational Support Program’s Division of the Idaho Digital Learning Academy for fiscal year 2027.

PREDATORY BIRDS – States findings of the Legislature and supports curtailment of the pelican population.

MERIT-BASED HEALTH CARE – Adds to existing law to establish the Merit-Based Health Care Act.

TELECOMMUNICATION SERVICE – Amends and adds to existing law to revise provisions regarding the discontinuation of telecommunication service.

VIRTUAL CURRENCY KIOSK FRAUD PREVENTION ACT – Adds to existing law to establish the Virtual Currency Kiosk Fraud Prevention Act.

SOCIAL MEDIA – Adds to existing law to establish the Stop Harms from Addictive Social Media Act.

APPROPRIATIONS – WORKFORCE DEVELOPMENT COUNCIL AND STEM ACTION CENTER – Relates to the appropriation to the Workforce Development Council and the STEM Action Center for fiscal years 2026 and 2027.

DATA CENTERS – Adds to existing law to establish limitations on consumptive use of water for cooling certain data centers.

FOREIGN TERRORIST ORGANIZATIONS – States findings of the Legislature and recognizes the Muslim Brotherhood and the Council on American-Islamic Relations as foreign terrorist organizations that are overtly hostile to the people and institutions of the State of Idaho.

CHIROPRACTIC PRACTICE ACT – Amends existing law to clarify the existing right of persons licensed to practice chiropractic to prescribe certain prescription drug products.

MARIJUANA – States findings of the Legislature and urges the citizens of Idaho to reject any effort to bring the Idaho Medical Cannabis Act to the ballot.

ELECTIONS – Amends existing law to revise provisions regarding certain election procedures.

HEALTH CARE – Adds to existing law to establish provisions regarding certain out-of-pocket payments for health care services.
